Will neon fabric paint glow without a black light?
No, it needs a black light to pop. Without one it still reads as bright neon color, so check what the venue has before you count on the glow.
How do you keep the paint from cracking when they move?
Paint thin lines, not thick blobs, and let it dry the full 2 hours. Thick paint cracks the first time an arm bends.
